It is possible to use Photoshop plug-ins in Gimp under Windows. To use them you must install a Photoshop plug-in manager in Gimp called PSPI. PSPI is a plug-in itself. You ca download PSPI from its homepage. Install PSPI into Gimp folder in lib\gimp\2.0\plug-ins. Now start the Gimp and go to menu Xtns>Plug-in Browser to see all plug-ins installed. If you installed PSPI correctly you should be able to find plug-in named Photoshop Plug-in Settings. Now go back to Xtns menu and you should see new option Photoshop Plug-in Setting. Click on it and set the folder where your Photoshop plug-ins are. That is it. Restart the Gimp and you should now have all your Photoshop plug-ins in Gimp.
